TOWN OF HARMONY NEWS

The Harmony Town Board will meet at 7:00 p.m., Monday, August 2, 2010 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include discussion and possible action on the lapsed building permit for the Woodland Church, possible zoning violations on the Property owned by Lubertdale Farms located at 4621 Henke Road, Milton, a change in the garage sizes permitted in the zoning ordinances, clarification of the fire districts, the development agreement with the Vineyard Land Company and paving roads in The Vineyard Subdivision. The meeting may go into closed session pursuant to Sec. 19.85(1)(g) of the Wisconsin Statutes to confer with counsel concerning strategy to be adopted with respect to litigation in which the town is or likely to become involved and Wisconsin Statute 19.85(1)(e) consideration of amendment of development agreement with the Vineyard Land Company concerning roads. Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events. 

A quorum of the Planning and Zoning Committee may attend this meeting for information gathering purposes.

TOWN OF HARMONY NOTICE
BOARD OF REVIEW

NOTICE IS HEREBY GIVEN that the Board of Review of the Town of Harmony will be called to order on Tuesday, May 25, 2010 between the hours of 6:00 p.m. through 9:00 p.m. at the Harmony Town Hall, 440 North Hwy. 14, Janesville, for the purpose of reviewing and examining the assessment roll of real estate property in the Town of Harmony, to correct all errors in the roll and to perform such other duties imposed by law.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

No person shall be allowed to appear before the board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property.

After the first meeting of the Board of Review and before the Board's final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person's objection except at a session of the Board. 

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard. If the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person's reasonable estimate of the length of time that the hearing will take.

When appearing before the Board, the person shall specify, in writing, the person's estimate of the value of the land and of the improvements that are the subject of the person's objection and specify the information that the person used to arrive at that estimate. 

No person may appear before the Board of Review, testify to the Board by telephone or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies the Assessor all the information about income and expenses, as specified in the Assessor's manual under Sec. 73.03(2a) of Wis. Statutes, that the Assessor requests. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Sec. 19.35(1) of Wis. Statutes.

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability. No other persons may testify by telephone.

NOTICE OF APPLICATION FOR ZONING CHANGE

Please take notice that a public hearing will be held on May 3, 2010 at 7:00 p.m. at Harmony Town Hall, 440 N. Hwy. 14, Janesville, to consider the following application:
Application by Vineyard Land Company LLC for a zoning change for parcel 6-7-76A located south of Bingham Road west of Woodland School (Woodland School is located at 4324 E Bingham Road), for the purpose of developing land as three acre farmettes. The parcel is currently zoned A-1. The request is to change the zoning to A-3. The legal description is as follows: SW1/4 SE1/4 Section 4 & W1/2 NE1/4 Section 9, parcel # 6-7-76A, T3N R13E, in Harmony Township, Rock County, Wisconsin. 

Any person interested and/or affected by these changes will be given a chance to express their opinions at this time. A quorum of members of the Planning and Zoning committee may be in attendance for the purpose of gathering information.

Please take notice that a public hearing will be held on Monday, April 19, 2010 at 7:30 p.m. at Harmony Town Hall, 440 N. Hwy. 14, Janesville to consider the following application:

Application by American Transmission Company to construct and operate above ground electric transmission line along M-H Townline Road in Harmony Township, Rock County, Wisconsin. The new line will run on the south side of the City of Milton, and will connect its existing transmission line on the southwest side of the City of Milton to a new Rock County Electric Cooperative electric substation which will be located southeast of the City of Milton. This new substation will provide electricity to existing and new customers in the area. 

Any person interested and/or affected by these changes will be given a chance to express their opinions at this time. A quorum of members of the Town Board may be in attendance for the purpose of gathering information.
