NOTICE IS HEREBY GIVEN that the Town of Harmony will hold open book sessions on the following dates:

Wednesday, September 5, 2012, 10:00 a.m. – 5:00 p.m.
Thursday, September 6, 1:00 p.m. – 7:00 p.m.
Friday, September 7, 2012, 10:00 a.m. – 4:00 p.m.

Harmony Township residents can view the tax assessment rolls at these open book sessions at the Harmony Town Hall, 440 North Hwy. 14, Janesville.

Starview Heights Subdivision Meeting

NOTICE OF SPECIAL MEETING
CONCERNING RECURRING FLOODING
IN STARVIEW HEIGHTS SUBDIVISION

WEDNESDAY, AUGUST 29, 2012, 7:00 P.M.

The Starview Heights neighborhood has periodically experienced serious flooding, especially along Galaxy Drive from north of Saturn Drive to Rotamer Road. Driveway culverts and ditches are collapsed (mainly along the west side of the road) and/or are filled with heavy sediment and in need of repair.

There are funds available through a Community Development Block Grant that can be used for post flood projects. To qualify for this grant the town would need to make a case for our need with evidence of the past flooding such as testimonials, pictures, insurance claims, etc. If you want these repairs, we will need your help and support.

At the meeting on August 29th a Rock County engineer will provide a review of the possible options. In addition to ditching, culvert replacement, and drains, these options could include new detention and/or retention ponds. The project may also involve negotiations with the City of Janesville to accommodate the discharge water. This meeting is a chance for all residents to learn about the advantages – and the possible consequences – of these repairs. Note that changes made by this project could affect the entire neighborhood, not just Galaxy Drive.

We need your input now to help us decide whether to pursue this grant money! The window of opportunity for the grant is short!

We will also need whatever documentation, pictures of flood damage, or testimonials you can provide. Please bring along copies of any evidence you may have to help make our case for the grant funds. TOWN OF HARMONY NEWS

The Harmony Town Board will meet at 7:00 p.m., Monday, August 6, 2012 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include discussion and possible action on the future construction on I/90/39, Starview Heights Subdivision drainage issues, reducing the speed limit on Henke Rd from Bingham Rd to County A to 45 mph, road right-of-ways and front setbacks for town roads.

Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events. 

A quorum of the Planning and Zoning Committee may attend this meeting for information gathering purposes.

This meeting will include the public hearing for the rezoning application from Arthur Donaldson for a portion of the parcel located directly north of 5437 E Rotamer Road. with discussion and possible action on the application. Other items on the agenda include discussion and possible action on renaming the new road extending south from MH Townline Road directly south of Parkview Drive, road right-of-ways and front setbacks, alternate routes for I90/39 construction, and fire call invoices. Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events.

The Harmony Town Board will meet at 7:00 p.m., Monday, June 4, 2012 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include discussion and possible action on the Memorandum of Agreement with Rock County concerning the new County Land Division Ordinance, referendum to change town levy for tax collection, the county use of M-H Townline Road as a haul route for materials for the County Rd M project, reducing the speed limit on Bingham Road from Hwy 26 to Henke to 45 mph, road right-of-ways and front setbacks for town roads, compensation for mowing park lane in Starview Heights, Planning & Zoning Committee Chair appointment, town attorney retainer agreement , and county tax collection fee.

Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events. 
A quorum of the Planning and Zoning Committee may attend this meeting for information gathering purposes.
The Board of Review will meet at 6:55 p.m.(preceding the June 4th Town Board meeting) to meet the Wis. Statute requirement for the Board of Review to meet during the 30 day period beginning on the 2nd Monday of May. The Board of Review will adjourn to at a later date when the assessment roll is complete.

Town of Harmony residents are invited to the E-cycling event on Saturday, June 9, 2012 from 8:00 a.m. – 1:00 p.m. at the Town of Harmony Town Hall Parking Lot, 440 N Highway 14, Janesville. Electronic items that can be recycled include: TVs, computers, printers, DVD players, VCRs, Cell Phones. These items are banned from Wisconsin landfills and incinerators as of September 1, 2010.
 


Meeting to Adjourn Board of Review to a Later Date

NOTICE OF MEETING TO ADJOURN BOARD OF REVIEW TO A LATER DATE

The Town of Harmony, Rock County Board of Review will meet on the 4th day of June, 2012 at 6:55 p.m. at the Harmony Town Hall, 440 N Highway 14, Janesville for the purpose of calling the Board of Review into session during the thirty day period beginning on the 2nd Monday of May, May 14, 2012 pursuant to Sec. 70.47(1) of the Wis. Statutes.

Due to the fact the assessment roll is not completed at the time, it is anticipated that the Board of Review will be adjourned until August 6, 2012 at 7:00 p.m.

Public Hearing for Land Division Ordinance

 

TOWN OF HARMONY
NOTICE OF PUBLIC HEARING 

PLEASE TAKE NOTICE that a public hearing will be held before the Town Board of the Town of Harmony at the meeting scheduled for Monday, May 7, 2012, at 7:00 p.m. at the Harmony Town Hall, 440 N Highway 14, Janesville, WI. The purpose of this public hearing will be to hear public comment on an ordinance which:

1) Creates Chapter 17 of the Town of Harmony Code of Ordinances, governing the process of land division and development in the Town.

2) Establishes regulations governing land transfers, lot combinations, public improvement design, construction, and maintenance standards for developments in the Town.

3) Permit the Town Broad to delegate its powers to the Rock County Planning, Economic & Community Development Agency and establishes penalties for violation of the ordinance.

4) Amends Chapter 1 of the Town’s Code of Ordinances: Revising and expanding the requirement for issuing a Zoning Permit to permit review and control of the development of environmentally sensitive areas, cultural resources, productive agricultural and woodlands in the Town

The Town of Harmony will hold its annual meeting on Tuesday, April 10, 2012, at 7:00 p.m. at the Harmony Town Hall, 440 N. U.S. Hwy. 14, Janesville. The annual meeting is an open meeting of the electors and residents are encouraged to attend. A majority of Town Board members may be present and may participate in the meeting.

Spring Primary Notice of Election

 

NOTICE OF SPRING PRIMARY AND

TO THE ELECTORS OF THE TOWN OF HARMONY

Notice is hereby given of a spring primary election to be held in the Town of Harmony on the February 21, 2012 at which the officers named below shall be nominated. The names of the candidates for each office, whose nominations have been certified to or filed in this office, are given under the title of the office, each in its proper column, together with the questions submitted to a vote, for a referendum, if any, in the sample ballot below.

INFORMATION TO ELECTORS

Upon entering the polling place, an elector shall state his or her name and address, show an acceptable form of photo identification and sign the poll book before being permitted to vote. Where ballots are distributed to electors, the initials of two inspectors must appear on the ballot. Upon being permitted to vote, the elector shall retire alone to a voting booth and cast his or her ballot except that an elector who is a parent or guardian may be accompanied by the elector's minor child or minor ward. An election official may inform the elector of the proper manner for casting a vote, but the official may not in any manner advise or indicate a particular voting choice.

Where optical scan voting is used, the elector shall fill in the oval or connect the arrow next to the name of the candidate of his or her choice for each office for which he or she intends to vote. To vote for a person whose name does not appear on the ballot, the elector shall write in the name of the person of his or her choice in the space provided and fill in the oval or connect the arrow on the write-in line. On referendum questions, the elector shall fill in the oval or connect the arrow next to "yes" if in favor of the question, or the elector shall fill in the oval or connect the arrow next to "no" if opposed to the question.

Where touch screen voting systems are used, the elector shall touch the screen next to the name of the candidate of his or her choice for each office for which he or she intends to vote. To vote for a person whose name does not appear on the ballot, the elector shall type in the name of the person of his or her choice in the space provided for a write-in vote. On referendum questions, the elector shall touch the screen next to "yes" if in favor of the question, or the elector shall touch the screen next to "no" if opposed to the question.

The vote should not be cast in any other manner. Not more than five minutes' time shall be allowed inside a voting booth. Sample ballots or other materials to assist the elector in casting his or her vote may be taken into the booth and copied. The sample ballot shall not be shown to anyone so as to reveal how the ballot is marked.

If the elector spoils a paper or optical scan ballot, he or she shall return it to an election official who shall issue another ballot in its place, but not more than three ballots shall be issued to any one elector. If the ballot has not been initialed by two inspectors or is defective in any other way, the elector shall return it to the election official, who shall issue a proper ballot in its place. After casting his or her vote, the elector shall leave the voting booth, properly deposit the ballot and promptly leave the polling place.

The elector may spoil a touch screen ballot at the voting station before the ballot is cast.

After an official optical scan ballot is marked, it shall be inserted in the security sleeve so the marks do not show. After casting his or her vote, the elector shall leave the booth, insert the ballot in the voting device and discard the sleeve, or deliver the ballot to an inspector for deposit. If a central count system is used, the elector shall insert the ballot in the ballot box and discard the sleeve, or deliver the ballot to an inspector for deposit. The elector shall leave the polling place promptly.

After an official touch screen ballot is cast, the elector shall leave the polling place promptly.

An elector may select an individual to assist in casting his or her vote if the elector declares to the presiding official that he or she is unable to read, has difficulty reading, writing or understanding English or that due to disability is unable to cast his or her ballot. The selected individual rendering assistance may not be the elector's employer or an agent of that employer or an officer or agent of a labor organization which represents the elector.
