TOWN OF HARMONY NEWS

The Harmony Town Board will meet at 7:00 p.m., Monday, February 6, 2012 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include the public hearing for an ordinance creating an exception for certain additions to nonconforming structures with discussion and possible action the ordinance. Other items on the agenda include discussion and possible action on the zoning application for parcel #6-7-19.1 located at 5829 N Hw 26, Memorandum of Agreement with Rock County concerning the County Land Division Ordinance, Farmland Preservation, Janesville Fire/EMS contract for 2012, Appointment to fill the vacant seat on the Board of Adjustment, alternate absentee voting location for the April election and mailing election information to residents. Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events. 

A quorum of the Planning and Zoning Committee may attend this meeting for information gathering purposes.

Absentee Voting for Spring Primary

 

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Effective with the Spring Primary in 2012, proof of identification must be provided before an absentee ballot may be issued, unless the elector is otherwise exempt from this requirement. 

TO OBTAIN AN ABSENTEE BALLOT YOU MUST MAKE A REQUEST IN WRITING.

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both. You may also request an absentee ballot by letter. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.

Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror. If this applies to you, contact the municipal clerk.

You can also personally go to the clerk's office or other specified location, complete a written application, and vote an absentee ballot during the hours specified for casting an absentee ballot.

Caucus for Spring Election

TOWN OF HARMONY CAUCUS

Notice is hereby given that a Town caucus for the Town of Harmony will be held at the Harmony Town Hall, 440 N. Hwy. 14, Janesville at 7:00 p.m. on Monday, January 16, 2012, for the purpose of nominating candidates for two Town Board Supervisor positions for the Town of Harmony to be voted on at the ensuing town election which will be held on April 3, 2012.

This meeting will include discussion and possible action on road maintenance issues, class B Highway and No Thru Truck signs in town, Memorandum of Agreement with Rock County concerning County Land Division ordinance, Farmland Preservation, Rock County Public Works Contract, and budget resolution to transfer funds from the general fund. Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events.

Trash collection for Town of Harmony residents will be Monday, January 2, 2012. There will be no delay due to the New Year’s holiday.

Refuse Collection News
TOWN OF HARMONY NEWS

Refuse and recycling collection for Town of Harmony residents will not be delayed due to the Christmas holiday. Pick-up will be on Wednesday, December 28th. Residents are asked to leave all green Waste Management recycling bins at the curb after this collection for Waste Management to pick-up.

The Town of Harmony has contracted with Rock Disposal Inc. for refuse and recycling collection beginning January 2012. Collection day will switch to Mondays with the first pick-up on Monday, January 2, 2012. Harmony residents who have not received the Rock Disposal information packet are asked to contact Rock Disposal at 888-589-7625 or the town clerk at 608-868-6065. Refuse and recycling information can also be found on the town’s website townofharmony.com.
 


Regular Town Board Meeting & Two Public Hearings

 

TOWN OF HARMONY NEWS

The Harmony Town Board will meet at 7:00 p.m., Monday, December 5, 2011 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include two public hearings. The fist public hearing is for the zoning change application for the parcel owned by Terrance McCann located at 2508 N Harmony Townhall Road. The second public hearing is for the zoning change application for the parcel owned by United Supply to enlarge the parcel located 3727 N Henke Road. 

Other items on the agenda include discussion and possible action on county land division ordinance going into effect January 2012 including the Memorandum of Agreement with Rock County, possible ordinance for certain additions to nonconforming structures, Rock County Humane Society 2012 contract, adjustment of 2011Levy limit from $192,151 to $192,068, Rock County Public Works Contract, Resolution for transfer of funds to the Public Works and Public Safety accounts for the 2011 budget, set the date for the Caucus for Spring Election, appointment of election workers and possible motion to go into closed session pursuant to Wis. Statute Section 19.35(1)(e) and 19.85(1)(g) to discuss negotiations with M&I Bank relating to Town’s mortgage on Vineyard property, and to confer with legal counsel who is rendering advice concerning strategy to be adopted by the Board in litigation in which the Board is likely to become involved.

Harmony residents please note that the town’s waste hauler will switch to Rock Disposal Inc. beginning January 2012. Garbage collection day will change to Mondays with the first pick-up day being January 2, 2012. More information will be mailed to residents within the next few weeks.
 


Public Hearing for Zoning Change Application

NOTICE OF APPLICATION FOR ZONING CHANGE

Please take notice that a public hearing will be held on Monday, December 5, 2011 at 7:00 p.m. at Harmony Town Hall, 440 N. Hwy. 14, to consider the following application:

Application from Terrance McCann to change the zoning of the 4 acres of the 80.26 acre, parcel # 6-7-224 located at 2508 N Harmony Townhall Rd for the purpose of splitting off the existing buildings. The parcel is currently zoned A-1a. The request is to change the zoning of 4 acres containing the buildings to A-3. The legal description is as follows: N 1/2 of NW 1/4 of Section 22, T 3 N – R 13 E, Harmony Township, Rock County, Wisconsin. 

Any person interested and/or affected by these changes will be given a chance to express their opinions at this time. A quorum of members of the Planning and Zoning committee may be in attendance for the purpose of gathering information.

Budget Hearing & Special Meeting of Electors

NOTICE OF PUBLIC BUDGET HEARING
AND SPECIAL MEETING OF ELECTORS

Notice is hereby given that on November 7, 2011 at 6:45 p.m. at the Harmony Town Hall, a public hearing on the proposed 2012 budget of the Town of Harmony will be held. The proposed budget in detail is available for inspection at the Town Clerk’s office by appointment (608) 868-6065.
Immediately following completion of the public hearing on the proposed budget, a special town meeting of electors called pursuant to Section 60.12(1)(c) of Wisconsin Statutes will be held for the following purpose:
1. To adopt the 2011 town tax levy to be paid in 2012 pursuant to Section
60.10(1)(a) of Wisconsin Statutes.
2. To set the compensation of the elected town officials for the term of office 
beginning April 10, 2012 pursuant to Section 60.32 of Wisconsin Statutes

Evaluation of All Property in the Town of Harmony

 

OFFICAL NOTICE
All Property Owners in the
Town of Harmony, Rock County

J&D Pounder, Inc. has been commissioned to complete a revaluation of all property in the Town of Harmony, Rock County for the 2012 tax year. They will be inspecting all properties including interiors, to assign new assessments that should more accurately reflect today’s market prices.

Inspections will begin the week of November 1, 2011 and continue through June 2012.

WI Statutes 943.13(4m)(d) and 943.15(1m) allow the assessor or staff to enter land or construction site if all the following conditions are met:
1. Assessor’s purpose is to make an assessment.
2. Entry occurs on a weekday during day light (unless other agreed upon time).
3. Visit is no more than one hour on the land.
4. No opening or entering doors or looking in windows.
5. Assessor leaves a notice of the visit and contact information in a prominent place on principal building or land.
6. Assessor has not received notice from the owner denying permission to enter.

If you are not home, notice will be left on your door or prominent place by J&D Pounder, Inc. to schedule an appointment. If you would like to schedule an appointment in advance of the initial visit, please contact the Assessor at 262-728-2256 or 877-202-6682.

If you would like to deny permission to enter, please write to J&D Pounder, Inc. at N4734 County Rd. M, Delavan, WI 53115. Failure to schedule an Interior Inspection, or denying the Assessor access to the property, may result in an assessment based on the Assessor’s estimate of numerous factors regarding improvements. If the Assessor is denied permission to inspect, an equitable assessment cannot be guaranteed and property owners may not be allowed to appear before the Board of Review.
