The Harmony Town Board will meet at 7:00 p.m., Wednesday, January 2, 2013 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include discussion and possible action on the condition of John Paul Road/County Y, set per diems for the clerk, financing road construction, lowering the speed limit on Bingham Road west of Harmony Town Hall Road and Frank Brothers’ bonding of M-H Townline Road. Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events. 

A quorum of the Planning and Zoning Committee may attend this meeting for information gathering purposes.

Tuesday, April 2, 2013

NOTICE IS HEREBY GIVEN that at an election to be held in the Town of Harmony on Tuesday, April 2, 2013, the following offices are to be elected to succeed the present incumbents listed. All terms are for two years beginning Tuesday, April 16, 2013.

Tuesday, November 6, 2012

NOTICE IS HEREBY GIVEN that at an election to be held in the Town of Harmony, on Tuesday, November 6, 2012, the following question will be submitted to a vote of the people:

“Under state law, the increase in the levy of the Town of Harmony for the tax to be imposed for the next fiscal year, 2013, is limited to 0 %, which results in a levy of $192,068. Shall the Town of Harmony be allowed to exceed this limit and increase the levy for the next fiscal year, 2013, by a total of 52.1 % ($100,000) over the 2012 levy, which results in a base levy of up to $292,068 for 2013 and future years?"

NOTICE OF REFERENDUM

TOWN OF HARMONY, ROCK COUNTY

NOVEMBER 6, 2012

NOTICE IS HEREBY GIVEN, that at an election to be held in the Town of Harmony, Rock County on November 6, 2012 the following proposed Resolution of the County Board, Town Board will be submitted to a vote of the people: 

TOWN OF HARMONY
RESOLUTION NO. 82712

A RESOLUTION TO EXCEED THE LEVY INCREASE LIMIT UNDER WIS. STAT. § 66.0602.

RECITALS

A. The State of Wisconsin has placed levy limits on towns, villages, cities, and counties under s. 66.0602 of Wisconsin Statutes;
B. Wis. Stat. § 66.0602 limits the local levy to a percentage increase of no more than the greater of either a) 0% increase over the maximum allowable levy based on the state's levy limit law or b) a percentage equal to the percent change in equalized value due to net new construction;
C. The Town Board of the Town of Harmony believes it is in the Town’s interest to exceed the state levy limit as described above by a greater percentage than the amount otherwise allowed, in that the cost of repairing and maintaining Town roads has dramatically increased;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The Town Board hereby supports an increase in the Town tax levy for 2012 (to be collected in 2013) that would exceed the amount otherwise allowed by the state levy limit by $100,000, or 52.1%, on an ongoing basis. 
2. The Town Board directs that the following referendum question be directed to the voters of the Town of Harmony at the election scheduled for November 6, 2012:

“Under state law, the increase in the levy of the Town of Harmony for the tax to be imposed for the next fiscal year, 2013, is limited to 0 %, which results in a levy of $192,068. Shall the Town of Harmony be allowed to exceed this limit and increase the levy for the next fiscal year, 2013, by a total of 52.1 % ($100,000) over the 2012 levy, which results in a base levy of up to $292,068 for 2013 and future years?"

The question will appear on the ballot as follows:

“Under state law, the increase in the levy of the Town of Harmony for the tax to be imposed for the next fiscal year, 2013, is limited to 0 %, which results in a levy of $192,068. Shall the Town of Harmony be allowed to exceed this limit and increase the levy for the next fiscal year, 2013, by a total of 52.1 % ($100,000) over the 2012 levy, which results in a base levy of up to $292,068 for 2013 and future years?"

EXPLANATION

WHAT HAPPENS IF YOU VOTE……..

YES?…..You are voting for a total Town tax levy increase of $100,000 over the 2012 levy, and for the tax levy base to be established at that increased amount for future years. If the referendum passes, your property tax bill will increase from the 2012 rate in the approximate sum of $52 per $100,000 of value of your property. The Town Board intends to use the additional funds to repair and maintain the Town roads.

NO?…… You are voting against increasing the Town tax levy by $100,000. If the referendum fails, the Town Board will likely have insufficient funds to maintain the paving of Town roads at an acceptable level, due to increased maintenance costs.

The Harmony Town Board will meet at 7:00 p.m., Monday, November 5, 2012 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include the public hearing for the rezoning application from Connie Nehls (Risch) and Ron Ochs to create a 6.5 acre parcel zoned A-3 located at 1903 N Tarrant Road with discussion and possible action on the application. Other items on the agenda include discussion and possible action on application for Transfer of Land between adjoining land owners between Ester Silha and Frank Silha Family Trust, fire response billing, refund for conditional use permit to Matt Magee, Fire Protection Service Agreement with Milton Fire, condition of John Paul Road/County Y, and compensation for clerk special duties.

Town Board Meeting & Budget Working Session

 

TOWN OF HARMONY NEWS

The Harmony Town Board will meet at 7:00 p.m., Monday, October 15, 2012 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville to discuss lowering the speed limit on M-H Townline road and naming the frontage road created during the Hwy 26 construction. Immediately following this meeting there will be a working session for the 2013 budget.

A quorum of the Planning and Zoning Committee may attend this meeting for information gathering purposes.

NOTICE OF APPLICATION FOR CONDITIONAL USE

Please take notice that a public hearing will be held on Thursday, October 4, 2012 at 7:00 p.m. at Harmony Town Hall, 440 N. Hwy. 14, Janesville to consider the following application: 

Application by Matt Magee to construct an additional accessory building on the property located at 4030 N Fall Harvest Lane, Janesville, WI. The 3.03 acre parcel (#6-7-01A.3) is zoned A-3. The legal description of the property is: PT SE1/4 of SW1/4 CERTIFIED SURVEY MAP VOL 29 PG 189-192 LOT 3 of Section 10, T 3 N – R 13 E, Harmony Township, Rock County, Wisconsin. 

Any person interested and/or affected by these changes will be given a chance to express their opinions at this time. A quorum of members of the Town Board may be in attendance for the purpose of gathering information.

The Harmony Town Board will meet at 7:00 p.m., Monday, October 1, 2012 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include discussion and possible action on Starview Heights Subdivision drainage issues, fire response billing, “Farm Entrance” Sign on Bingham Rd., Rock Disposal land fill fees, e-waste collection, Humane Society and set the date for the budget working session.

Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events.

TOWN OF HARMONY NOTICE
BOARD OF REVIEW

NOTICE IS HEREBY GIVEN that the Board of Review of the Town of Harmony will be called to order on Wednesday, September 26, 2012 between the hours of 6:00 p.m. through 9:00 p.m. at the Harmony Town Hall, 440 North Hwy. 14, Janesville, for the purpose of reviewing and examining the assessment roll of real estate property in the Town of Harmony, to correct all errors in the roll and to perform such other duties imposed by law.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

No person shall be allowed to appear before the board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property.

After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board. 

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard. If the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate. 

No person may appear before the Board of Review, testify to the Board by telephone or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies the Assessor all the information about income and expenses, as specified in the Assessor’s manual under Sec. 73.03(2a) of Wis. Statutes, that the Assessor requests. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Sec. 19.35(1) of Wis. Statutes.

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability. No other persons may testify by telephone.
