NOTICE OF APPLICATION FOR ZONING CHANGE

Please take notice that a public hearing will be held on Monday, November 4, 2013 at 7:00 p.m. at the Harmony Town Hall, 440 N. Hwy. 14, Janesville to consider the following application:

Application by Peter & Betty Reed for a zoning change of 1.6 acres of the 69+ acre parcel #6-7-114 located on Milton-Shopiere Road to divide off the land and transfer the 1.6 acres to an adjoining neighbor, Mark & Kasey Reed. The parcel is currently zoned A-1. The request is to change the zoning of the 1.6 acres to A-2.

The legal description of the parcel is the North 1/2 of the Northwest 1/4 of Section 13 (Excluding CSM 30-185), T 3 N –R 13 E Harmony Township, Rock County, Wisconsin. For a map of the proposed rezone, please contact the town clerk at 868-6065.

Any person interested and/or affected by these changes will be given a chance to express their opinions at this time. A quorum of members of the Planning and Zoning committee may be in attendance for the purpose of gathering information.

Harmony Town Board seeks to increase levy in order to improve roads.

For several years the town’s budget for road maintenance has not kept pace with needed repairs due to increasing material costs. It is important that the Town stay on top of road maintenance to extend the life of its roads. Repaving one mile of road costs approximately $165,000 with costs increasing every year. Harmony has about 49 miles of roads. The increased funds would allow for more seal coating and crack filling of roads, thereby extended their life and postponing an expensive rebuild. 

This year the Town of Harmony paid for half of the reconstruction of a portion of Milton-Harmony Townline Road, which is shared with Town of Milton. Harmony's share of that was $69,720. The town borrowed the funds for the needed reconstruction. The total budget for roads this year is $127,156 without M-H Townline Road. This includes all snow plowing, road maintenance and road construction.

Part of the problem is that the tax levy limits imposed by the state have not allowed the Town to increase revenue. Last year two referendums were proposed for the purpose of improving roads. Both failed. This year the state has changed the law and now allows towns with populations under 3,000 (previously 2,000) to seek a levy increase through a meeting of the town electors. This is like a town board meeting, but the electors (town residents) make the motions and do the voting. 

The Town is seeking to increase the levy to $309,402. This increase would cost the owner of a $100,000 house approximately $53. This will increase the amount budgeted for roads by 38%. This may seem like a sizable increase, but is only about a dollar a week for the owner of a $100,000 house. And it is the minimum the Town feels is necessary to stop further deterioration of our road system. Without the needed funds for maintenance the roads will continue to crumble, perhaps once again becoming the gravel roads that existed years ago.

Residents are encouraged to attend the electors meeting and ask questions so that you understand why the Town Board is asking for this increase.

Please take notice that a public hearing will be held on October 2, 2013 at 7:00 p.m. at Harmony Town Hall, 440 N. Hwy. 14, to consider the following application for a conditional variance:

Application by Jeff Schultz for a conditional variance to allow four garage doors on one side of an attached garage located at 5968 N West Rotamer Road, Milton. Legal description to follow: PT NE 1/4 & PT NW 1/4 CENTURY OAKS SUBDIVISION, LOT 4, Section 5, T3N, R13E, in Harmony Township, Rock County, Wisconsin.

A quorum of the Town Board may be present at this meeting for information gathering purposes.

The Harmony Town Board will meet at 7:00 p.m., Wednesday, September 4, 2013 at the Harmony Town Hall, 440 N. Hwy. 14, Janesville.

This meeting will include discussion and possible action on Humane Society Contract, forming a committee for future road work planning, water issues in Starview Heights and Waterman Estates, the number of garage doors allowed in RR zoning, Kennedy ditching project, lowering the speed limit on Kennedy Rd, dog license fees and penalties, cooperative agreement with the Town of Janesville for recycling, and set the date for budget working session. Regular items on the agenda include approval of bills, reports from the treasurer, building inspector and zoning officer, and upcoming events.

TOWN OF HARMONY NOTICE
BOARD OF REVIEW

NOTICE IS HEREBY GIVEN that the Board of Review of the Town of Harmony will be called to order on Wednesday, May 29, 2013 between the hours of 7:00 p.m. through 9:00 p.m. at the Harmony Town Hall, 440 North Hwy. 14, Janesville, for the purpose of reviewing and examining the assessment roll of real estate property in the Town of Harmony, to correct all errors in the roll and to perform such other duties imposed by law.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

No person shall be allowed to appear before the board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property.

After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board. 

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard. If the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate. 

No person may appear before the Board of Review, testify to the Board by telephone or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies the Assessor all the information about income and expenses, as specified in the Assessor’s manual under Sec. 73.03(2a) of Wis. Statutes, that the Assessor requests. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Sec. 19.35(1) of Wis. Statutes.

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability. No other persons may testify by telephone.

Weed Notice

 

WEED NOTICE

Notice is hereby given to each person who owns, occupies or controls land in the Townships of Harmony and Milton and the City of Milton, County of Rock, State of Wisconsin, to destroy all noxious weeds. “Noxious weed” means Canada thistle, leafy spurge and field bindweed (creeping Jenny) and any other weed the governing body of any municipality or the county board of any county by ordinance or resolution declares to be noxious within its respective boundaries. Wis. Stats. 66.0407(b). Noxious Weeds shall be controlled at such time and in such a manner as will effectually prevent such plants from maturing to the bloom of the flower stage.

“The Weed Commissioner shall serve a 5-day written notice to owner or occupant neglecting to destroy noxious weeds. Failure to comply with this order within the time stated shall cause the commissioner to have all such seeds destroyed and the expense charged to said lands in the next tax roll.”
